The 15th of May movement assembly – Madrid, 29th May 2011

Today, the 29th of May, in Madrid – Puerta del Sol, took place the general assembly of all the area and village assemblies that were held yesterday, 28th of May, within the Madrid Community. It was (I shall not deny it) a powerful and moving experience.

At least 50 thousand people, women and men, took part to yesterday’s assemblies. An extra-ordinary event on the path to participation to this special movement asked myself, and I’m not particularly young, when before now did I see, in my life, an assembly of over 50 thousand people in a city. I could not answer my own question because I really do not think that up until now there has been one. A veritable revolution, in an unusual form, the one we are living. A revolution which, above all, we all jointly own, with not leaders to show us the ‘right path’.

Female presence was very noticeable, as was the mode of communication during the assembly, in which over 100 spokespersons (the majority of whom in pairs, of different gender and age) communicated to thousands of people, under a baking sun and for over 5 hours, the decisions taken by consensus during the local assemblies

Everywhere, the modes of assembly that have been experimented with for the past 13 days in Puerta del Sol were adopted (rotation of roles, decisions taken by consent, no discrimination against any of the speakers, use of a language that is respectful of gender presence, use of signs to communicate a consensus or a stop to decisions, absence of the practice of voting).

From the assemblies comes the denounciation of the police violence in Barcelona, the solidarity with the Plaza de Catalunya and the demand for the police to be held accountable for the violence.

The almost unanimous opinion is that it will be for the Sol assembly to decide when to leave the square; that, when this happens,

it should be gradual, and that it will happen only when the other squares in Madrid will be able to take over, in presence and movement terms. Moreover, the general opinion is that, when the time to leave the square will come, everyone will leave; that it will end with a party/demonstration and that all the material produced will be recycled in the squares and areas in which people will carry on keeping the movement alive. Sol will, in any case, remain a permanent point for the general assembly of all the squares of Madrid, an assembly which will meet on the 15th of each month.

Several were the assemblies which proposed that Sol is not left at least until the comrades detained are released without charge. This movement has already reached its first objective, which is the massive mobilisation which took place in these assemblies and which will be maintained and expanded.

All the assemblies are called permanently, with different agendas and in different days, for the next weeks. The next general assembly in Sol is called for the 12th of June at 19.00 hours. Several assemblies have proposed to reach together Sol from various parts of the city.

A centralised blog will be set up, with pages for each area, at the following address: There will also be a mailing list and open fora. However, not everything will happen on the web. All other modes of communication will be used: sheets hanging from widows to declare support for the 15th May movement, ‘ballot’ boxes to collect proposals, information stalls, leaflets, and all the modes of communication which the creativity of each can come up with, without forgetting that the moment of the assembly is the only one in which decisions are taken.

assemblies have taken part to the 19th of May demonstration and also have agreed to the proposed action for the 30th of May which will see people withdrawing from their accounts 155 Euros. However, these two actions have not been ‘consensuated’ in Sol (it is necessary to find new words to describe new practices!).

Amongst the objectives of the movement (which, I shall point out again, are still the objects of discussion and analysis) are the following: to build a path to participative democracy which goes from a deep change in the electoral reform (as now a party such as the PP, who has gained in reality a 24% of consents, appears to have reached over a 40%); to build towards referenda for consultation and proposals; to get rid of political corruption; to get rid of the monarchy and the senate; to build popular advisories and constitutional assemblies; to say NO to war and yes to the use of finances for the social sector; to extend the use of renewable energy; to make ‘those who have’ pay (fixed minimum and maximum salaries); to set up public banks.

In conclusion, the objective is for a substantial change of the system, starting with the awareness that governments are in the hands of the World Bank, the IMF, the G20 and G8 and the European Union, that these politics are the politics of capital and there will be no change without a change in the system.

During the assembly a message for Bruxelles arrived: “we are one of Madrid’s squares, we are with you for the construction of a European democratic and participative politic, a Europe of the people and not of the banks”. Also a message from Paris: “there are 20 thousand people in the Bastille Square, we are with you: your struggle is also our struggle”

The waving of hands and a powerful cry welcomed these messages and closed this wonderful, grounding moment of the Spanish movement: “El pueblo unido jamàs serà vencido”
